Call to Order
W. Parsell called the meeting to order at 7:11 pm and went through roll call.
Public Hearing:
PZ-20-1 Amend Special Permit: Modification of site lighting at FedEx; 350 Ruby Road Owner: FedEx Ground Package System, Inc/ Applicant: Ricky Gehret
A.Renfrew from Wesco, the lighting company FedEx is using for the lighting upgrades explained the Dark Skies Compliance with the lighting they will be using which was asked for at the last meeting and how they meet these standards. She talked about the points that need to be met for the International Dark Sky Association and how they meet the requirements based on this with their lighting upgrades. They will be adding an additional light shield to protect light from going into the sky, which will increase glare reduction, which was brought up at the last meeting.
A. Renfrew submitted a photometric report provided by the lighting manufacturer with detailed measurements of lighting rays at all angles and it showed that no light is being emitted upward. She showed that the light is not going above a 90 degree angle.
W. Parsell asked if there were any questions from the public or the commission. All of the commission members said they did not have any further questions.
W. Parsell said all of his questions were satisfied from the prior meeting.
M. D’Amato received an emailed letter that he read and displayed meeting from J. Uziemblo stating her concerns about the lighting coming from FedEx because she lives on Wilderness Way.
A.Alvarez with Wesco stated the lighting is only for safety and protection relating to section 13.06.02 that J. Uziemblo outlined in her letter.. She said FedEx is only performing this lighting upgrade for these reasons.
W. Parsell made a motion to close the public hearing for

B. Shabot seconded. All members in favor. Public Hearing closed.

W. Parsell made a motion to approve the special permit as amended. J. Hall seconded motion.

PZ-20-3 Amend Special Permit: Addition of site lighting around basketball court, volleyball, and playground. Owner: Town of Willington/ Applicant: Maureen Parsell
W. Parsell made a motion to approve. B. Shabot seconded motion.
All in favor. Motion Approved.

Staff Report/Discussion:
M. D’Amato discussed the Affordable Housing Plan Grant and the application for it. It was stated there was no out of pocket expenses for the town and that we received a resolution from the Board of Selectman that was needed as part of the application. It's a grant to allow the town to create a plan and we are going to submit for it in the near future because it will be paid for by the State. The sooner we can get it in the better.
B. Shabot asked how that would affect someone if they chose to build where water is available in South Willington and could they force the issue of sewage.
M. D’Amato stated that state law says that any town that doesn't have at least 10% affordable housing, an applicant with an affordable house application wouldn't need to meet zoning requirements. They would just have to show that safety wouldn't be adversely affected. The document will, give us more of an ability to guide an applicant if we have certain guidelines established. We don’t have parcels that have water and sewer availability, and we’re limited if we would ever even see affordable housing applications.
W. Parsell asked if these would be for multifamily type housing.
M. D’Amato stated there’s criteria based on size not what they look like. It could be single studio or multifamily apartment, and there's a formula to figure out what they need to be to be affordable for a rent cap.
