Regular Meeting

PZC2017-2 Application to Amend Krivanec Acres Subdivision to reduce lot #1 by 2.02 acres and add to lot # 2 (no new construction) at 75 Krivanec Road (Map 22 Lot 14B & 14 Zone R80) Owner/Applicant: Paul C. Grimason (Received February 21, 2017 Public Hearing or decision by April 18, 2017)

Application was tabled to the next meeting.

PZC2017-7 Application to Amend Special Permit (PZC2012-18) to add shower to 2nd floor bathroom and kitchenette to kitchen area at 8 Tolland Tpk (Map 30 Lot 11 Zone DC) Owner/Applicant: Ted Wrubel (Received April 4, 2017 Public Hearing or decision by June 7, 2017)

Ted Wrubel was present.  He explained the application to the members that were not at the previous meeting.  W. Parsell said adding a shower is a minor modification but it cannot be used for anything other than commercial purposes.  Mr. Wrubel said he wanted to entice the leaser or buyer by adding the shower and kitchenette.  A discussion was held on the driveway and parking.  S. Yorgensen said she believes, at one time, an agreement was made for parking although she did not believe a formal easement was filed, for that Mr. Wrubel would have to look to see what was filed on the land records in the town clerk’s office.  She added that she would also look through the file.  

A. Marcos said the applicant cannot rent the property as a residence because it is in the  Designed Commercial Zone and it would be a zoning violation.  Mr. Wrubel said it started out as a house and somewhere along the line that changed.  He said his initial thought was to bring it back to residential but now sees that it would be a lengthy process. The Commission agreed a public hearing was not necessary.  

A. Marco motioned to approve application PZC2017-17 with the following condition; the use of the building shall remain Commercial since it is in a Designed Commercial Zone and not approved for residential use.  D. Roberts seconded the motion.  All in favor.  Motion carried.

PZC2017-9 Application for Special Permit to plant pumpkins and Christmas trees to sell from a Farm Stand and in the future plant an orchard at 419 River Road (Map 34 Lot 8 Zone R80) Owner/Applicant: Aaron Bassett (Received April 18, 2017 Public Hearing May 16, 2017)

A Public Hearing was set for May 16, 2017.

Minutes

E. Standish motioned to approve the minutes of April 4, 2007.  W. Parsell seconded the motioned.  All in favor.  Motion carried.

Staff Report and Discussion

A discussion was held on the complaints made against Fed Ex by surrounding residences.  

S. Yorgensen said she received a complaint about a residence on Tinkerville Road that built a barn and is storing and selling pellets.  

A discussion was held on future applications that may be coming before the Commission.
