Regular Meeting

W. Parsell called the meeting to order at 7:40.  

Comments regarding lighting in town.

Jeff Uziemblo of Wilderness Way was present to speak.  In regards to Fed Ex’s recent expansion, Mr. Uziemblo questioned if the new lights meet the dark sky standards as they are much brighter than the lights that were currently there.  He said the surrounding residents are concerned.  A discussion was held on dark sky lighting and the approved lighting plan.  A discussion was held on LED lighting and E. Standish said LED lighting is brighter.  W. Parsell said they will contact Fed Ex and request the specifications of the installed lighting to confirm that it is compliant.  S. Yorgensen said the trees that were cut could add to the reduced sound and light buffer.

Mr. Uziembo said they also have an issue with the idling of the trucks and a discussion was held.  W. Parsell suggested contacting Fed Ex by letter to give them a chance to correct the situation.  Mr. Uziembo added that the backup noise is also a nuisance.  

A non-binding discussion on the use and proposed improvements at 8 Tolland Turnpike.

Ted Wrubel, the property owner, said they would like to install a shower and kitchen on the second floor and rent the property.  S. Yorgensen said they cannot rent the property as residential since it is in a commercial zone.  W. Parsell asked the purpose of the kitchen and bathroom.  Mr. Wrubel said many commercial places have kitchenettes and full baths. Concern was expressed on a change that might lead people to think they could have a different use. Mr. Wrubel said a violation would be on him.   

A discussion was held on the zone, future use of the property and the process to apply for a change.  S. Yorgensen suggested coming before a full board to get a census.   Mr. Wrubel said it might not be worth his while to spend the time and money so if he could get a modification with the caveat that it be for commercial that is likely what he would do.

PZC2017-2 Application to Amended Krivanec Acres Subdivision to reduce lot #1 by 2.02 acres and add to lot # 2 (no new construction) at 75 Krivanec Road (Map 22 Lot 14B & 14 Zone R80) Owner/Applicant: Paul C. Grimason (Received February 21, 2017 Decision or Public Hearing by April 18, 2017)

The applicant was not present.  The commission tabled the application to the next meeting.

B. Skorupski-Williams motioned to approve the minutes of February 7, 2017.  J. Lucia seconded the motion.  All in favor.  Motion carried.

E. Standish motioned to approve the minutes of March 7, 2017.  J. Lucia seconded the motion.  All in favor.  Motion carried.
