PUBLIC HEARING
PZC2018-27 Special Permit application for proposed recreation site (soccer fields) at 535 River Road (Map 39 Lot 5 Zone R80) (Received November 20, 2018 Public Hearing by January 15, 2018 decision within 65 days after close of P.H.)
D. Roberts noted that he listened to the recording of the previous meeting and read the minutes. Karl Acimovic gave a recap of the changes stated at the last meeting. There was a question on the sight line at the last meeting and K. Acimovic said they are required to have 380 feet and they have 500 feet looking northerly toward oncoming cars. Dividers and a dumpster pad were added and the applicant will provide revised plans.
K. Acimovic said they reviewed the comments from Jacobson and all changes have been made except the existing detention area will not be altered; it will be undisturbed. He said there is more than sufficient drainage into the existing ground and this will be further explained in the revisions. He added that the ground fertilizer used will be natural fertilizer. A discussion was held on water flow.
W. Parsell motioned to close the Public Hearing. J. Hall seconded the motion. All in favor.

New Business
Farming Regulation Informal Discussion
M. D’Amato said they have consulted with Atty. Branse and looked at surrounding towns. He said they have an informal draft and will send it to the Commission for review.
Old Business
22 Tolland Turnpike – Sign Application
M D’Amato said they have changed the sign and he will follow up to see if it is full cut off lighting/dark skies compliant.
D. Roberts motioned to remand this application to Staff. W. Parsell seconded. All in favor.

W. Parsell motioned to approve PZC2018-27 on the condition the drawings are updated and submitted to Staff for review. R. Belair seconded. All in favor.

J. Hall motioned to approve the minutes of 1/15/19. D. Roberts seconded. All in favor.
Staff Report
M. D’Amato said he sent a letter to OSTA with a suggestion of painting the roadway.
A discussion was held on requesting the Assistant Land Use Agent position be changed to full time. A brief discussion was held on the budget. W. Parsell asked Staff to provide him with the figures associated with this change.
