W2018-13 Application for construction of single family home driveway, septic, well & site grading within upland review area at 20 Kollar Road (Map 24 Lot 21-1 Zone R80) Owner/Applicant:  John Holden (Received May 14, 2018 Public Hearing or decision within 65 days)

The Commission looked at the plans and asked that the applicant submit the correct set of plans with the application and to send them to the Commissions Engineer to review. The application was tabled to the next meeting.

W2018-12 Application for Recreational Soccer Fields with parking & improved site drainage at 535 River Road (Map 39 Lot 005 Zone R80) Owner/Applicant:  Northeast United Premier (Received May 14, 2018 Public Hearing or decision by June 25, 2018)

P. Lord mentioned that he previously had asked for more information on the application. 

S. Yorgensen said John Ianni submitted a letter regarding the samples collected.  The Commission looked at the plans for Phase 1.  S. Yorgensen said the wetlands have not been delineated on the site and all the work in Phase 1 is over 150 feet from Roaring Brook. 

A discussion was held on the site and D. Schreiber said, if they are not doing work within 150 feet of the watercourse, the Commission does not have jurisdiction. 

M. Drobney motioned to remand the application to Staff.  P. Lord seconded the motion.  All in favor.  Motion carried.

Old Business

W2018-9 Adopt the Town of Willington Inland Wetland and Watercourses Forest Practices Regulations

S. Yorgensen said the regulations have been revised per comments from T. Gutowski and Rich Roberts as a result of the Public Hearing. 

A discussion was held on Section 3.2, Buffers.

A discussion was held on Section 5.6, Notice to Abutting Landowners.  The Commission would like the first sentence changed to: The applicant shall send a notice to abutting landowners (as defined in these Regulations) of the operating area.

A discussion was held on Section 3.11, Regeneration Harvest.  D. Schreiber said 3 different harvests do not apply to Hardwood Forests.  A discussion was held on Section 3.11.1 vs. 3.11.3 and the Commission agreed to eliminate 3.11.3.  They would also like the 3.11 title changed to Regeneration Harvest and Artificial Regeneration. 

P. Lord asked if the regulations could be amended at a later date and S. Yorgensen said yes. 

P. Lord motioned to adopt the Town of Willington Inland Wetland and Watercourses Forest Practices Regulations as amended effective July 14th, 2018.  M. Drobney seconded the motion.  All in favor.  Motion carried.

Copies of the re-appointment letters from the Board of Selectmen to Michele Manas, Teresa Gutowski, David Schreiber, Mark Drobney and Patrick Lord.
