Elderly and Totally Disabled Homeowner Tax Relief

 

The Assessor's office is accepting NEW and RENEWAL applications for the Homeowner program for the low income elderly and totally disabled beginning February 1st through May 15th,2024.  

 

The program is income based.  Depending in income and household size, the tax savings reduction can range from $150.00 to $1,250.00.  Renewal applications were sent to participants already enrolled in this program.
If you are NOT currently enrolled in this program, and would like to apply, please email us with your mailing address and we will send you an application.
 
This is a two year program,with refile applications every other year.  Taxpayers who were approved last year do NOT need to refile this year, unless your income is lower and you are eligible for a higher exemption amount.
 
To be eligible for the tax credit on the October 1, 2023 Grand List
 
  •  You or your spouse must be at least 65 years of age as of December 31, 2023 OR over 18 and permanently and totally disabled per Social Security.
  • You must be a permanent resident of the State of Connecticut.  You must own the property or hold a tenancy for life or for a term of years which makes the applicant liable for payment of taxes (CGS Sec.12-48) as of October 1, 2023.  The property must be the applicant’s primary residence (domicile).
  •   Your 2023 income cannot exceed $ 43,800 (single) or $ 53,400 (married). Qualifying income may not equal the adjusted gross income on your tax return.  The application packet contains detail on the types of income included in the program. 
  • You must provide the Assessor with a copy ​​​​​of your SSA 1099 for 2023, or its equivalent, from Social Security and your 2023 federal income tax return if you file one.  The Assessor may require any other proof of income that may be necessary for the certification of the claim, such as interest/dividend(s) statements and pension statements.

If no income tax was filed, please submit these proofs of income with your application.

  • Total income ( all sources)
  • Social Security income ( form SSA 1099)
  • Wage/Pension Benefits

Is a homeowner who acquired  a home during the year eligible for tax relief?

  • YES- provided you owned the home on or before October 1st and occupy the home as your principal place of residence.  If you have purchased a home after the October 1st assessment date, you are not entitled to Elderly Homeowners Program until the next Grand List year. 

What is the filing periodElderly and totally disabled tax relief program application can be filed by mail sent to the Assessor’s office between February 1 and April 15.  From 15 - May 15, you must file IN PERSON.  Please call the office for an appointment, 860-487-3122.

Applications can be obtained below, at the Assessor’s Office at 40 Old Farms Road or can be sent to you by mail or e-mail if you call 860-487-3122 during office hours: 
Monday 8:00 am to 6:00 p.m. and Tuesday-Thursday 8:00am to 4:00pm.  Fridays - the office is closed
