PUBLIC HEARING

PZ-19-5:  Special Permit: Section 5.02.01.02.01 Special Permit Uses in the R80 Zone. 25 Old Farms

Rd, Applicant: Tom Snyder.

 

Mike Makuch, representing the Willington Hill Fire Department, stated the fire department has closed on

the property and taken ownership. They have not conducted any fire department training activity, currently

they are working on grounds maintenance.

 

L. Semprebon questioned the future use of the rectory as a potential rental home. M. Makuch stated they

are not currently asking for the home to be used as a rental property, but may potentially in the future.

 

W. Parsell received written testimony from R. Tulis stating he was against granting the special permit to

this agency due to the fire department being a private entity, not part of the town and believed a new

special permit is required due to the difference in use and frequency from the church. Additionally a

number of applications have been applied through the zoning board of appeals for various projects that

were never completed. The fire department is not self-sufficient and receives money from the town,

they have not followed through with requests from town officials. There is no long term plan for the

property and there is very little oversight moving forward.

 

M. Makuch responded to the letter stating many of the statements were accusations that could not be

supported by evidence, some of the issues raised are not pertinent to this application and others were

addressed during at the previous meeting.

 

Tom Snyder stated the intention is not to abandon any space they currently own but to expand their

operation.

 

Discussion was held between the commission and M. Makuch regarding potential conditions to the special

permit. 

 

W. Parsell made a motion to close the Public Hearing. J. Hall Second. All in favor.

 

NEW BUSINESS

PZ-19-9: Zone Change Application from DC to R80. 8 Tolland Turnpike MBLU: 30/011-0                Applicant: Ted Wrubel

 

The application was received, CRCOG has been notified and the public hearing is scheduled.

 

OLD BUSINESS

PZ-19-5:  Special Permit: Section 5.02.01.02.01Special Permit Uses in the R80 Zone. 25 Old Farms Rd, Applicant: Tom Snyder.

 

Discussion was held on drafting a motion for the next regularly scheduled meeting.

 

Minutes- July 16, 2019

 

Discussion was held on PZ-19-8 over specifics of the motion. Minutes were not approved due to only two members present from the previous meeting.

 

Staff Report/Discussion

 

M. D’Amato shared an invitation to a meeting on August 29th form the Eastern Connecticut Conservation District regarding maintaining healthy watersheds.
