Regular Meeting

T. Gutowski was present by conference call.

New Business

W2017-8 Application for water line extension & service connection work will be done within the regulated area at 380 Daleville Road (Map 2 Lot 1 Zone R80) Owner/Applicant: Willington Oaks LLC (Received May 18, 2017 Public Hearing or decision by June 26, 2017)

Barry Clark was present for the applicant and presented plans.  He explained that they are trying to bring potable water in because the water is contaminated.  He said they are picking water up at the intersection of Rte. 195 and Cumberland Farms and running it all the way up.  The Commission looked at the wetland boundaries.

S. Yorgensen asked if there will be a juncture in the road and Mr. Clark explained the valve that will be installed and showed screenshots of the area which were submitted for the file.  

T. Gutowski asked if there would be any impact or change to the detention pond and P. Lord said there would not be; the applicant is going to erect silt fence on both sides of the road.  He added that there is no activity in the wetlands and watercourses.  P. Lord said he does not see any issues with the application as long as they have Best Management Practices in place and protect the detention pond.  Mr. Clark said they will keep them in place until the area is stabilized.  

W2017-12 Application for new salt shed & relocation of fuel tank at 49 Hancock Road (Map 38 Lot 20 Zone R80) Owner/Applicant: Town of Willington (Received May 22, 2017 Public Hearing or decision by July 24, 2017)

Selectwoman Mailhos, Derek Dimmock and Karl Acimovic were present.  Selectwoman Mailhos said the current shed is showing signs of deterioration and the current location is not desirable.  They are proposing an area much further away from the water to make it easier for trucks to access the shed and make it more environmentally friendly.  

K. Acimovic presented plans showing the proposed salt shed and new location for the fuel tank.  He said they are proposing 3 bays and the shed will be tucked into an embankment.  He showed an additional area with a segmented block retaining wall for misc. storage.  T. Gutowski asked the date of the plans and P. Lord said May 15, 2017.  S. Yorgensen said the earlier issues have been addressed and the plans updated.

T. Gutowski asked what they are going to do with the existing shed and K. Acimovic said they are going to leave it there.  He said they will remove the underground tank and put a new one in.  He added that it will be a double wall tank.  

K. Acimovic said there will be not be any activity in the wetlands and watercourses.  He said it has been part of their long term plan to get the sand and salt under cover.  He then explained the storm water prevention plan they have in place and the Commission looked at the Best Management Practices on the plans. P. Lord commented that it is a good plan and will get the salt and sand under cover.

W2017-10 Application for crossing of Kidder Brook at 121 Tinkerville Road (Map 40 Lot 35 Zone R80) Owner/Applicant: Vincent Sinosky (Received May 22, 2017 Public Hearing or decision by July 24, 2017)

This application was tabled to Old Business.

T. Gutowski motioned to remand this application to Staff.  P. Lord seconded the motion.  All in favor.  Motion carried.

T. Gutowski reviewed the application earlier and assured the Commission that all concerns have been address.  

P. Lord would like all Best Management Practices adhered to.  S. Yorgensen will request a copy of the storm water prevention plan.

P. Lord motioned to remand this application to Staff.  M. Drobney seconded the motion.  All in favor.  Motion carried.

W2017-10 Application for crossing of Kidder Brook at 121 Tinkerville Road (Map 40 Lot 35 Zone R80) Owner/Applicant: Vincent Sinosky (Received May 22, 2017 Public Hearing or decision by July 24, 2017)

M. Drobney, D. Schreiber and P. Lord previously conducted a site walk.  M. Drobney said the property owner installed pipes along the brook and the pipes are moving the water.  He said he has concerns on the water going above the pipes and washing the material out on top.  He said there are approximately 7 pipes that are lying across the stream.  He added that the owner wants to be able to access his back property.  T. Gutowski said he will need to come in with an engineered design plan.  

A discussion was held on the crossing.  T. Gutowski said she would like to take a look at the previous permit.  S. Yorgensen said she will pull up the previous application. The consensus of the Commission was that they needed input from an engineer regarding the adequacy of the pipes vs. the flow. T. Gutowski said that staff could send the application to our engineer to review. Drobney suggested requesting more information from the applicant.  

The application was tabled to the next meeting.

Minutes

T. Gutowski would like the following corrections on the minutes of 4/10/17 regarding Kathy Demers presentation on fracking waste:

The Commission as individuals could express any concerns on fracking waste.

The Commission agreed that fracking waste and any hazardous waste as well as other materials can be addressed with the existing regulations. 

S. Yorgensen said the Commission can already act on any activity that has an impact on wetlands or watercourses.  
 

T. Gutowski motioned to approve the minutes of 4/10/2017 with the above amendments.  P. Lord seconded the motion.  All in favor.  Motion carried.
