WILLINGTON CONSERVATION COMMISSION MEETING

03/15/17 Meeting

Call to Order: The meeting was called to order @ 7:11 pm.

Roll Call: P. Andersen, K. Demers, M. Drobney, M. Schreiber.

Approval of Minutes of 12/21/16:  Minutes approved with the correction of “Next Meeting Date to 3/15/17” on a motion by KD/MD. 3Ayes, 1 abstain (MD)

Present to Speak: Not Applicable

Finance: On a motion by KD/MD: “WCC approves the expenditure of $15.00 to be added to the previously approved registration fee for Marilyn Schreiber to attend the 2017 Connecticut Land Conservation Council conference on 3/18/17 in Middletown, CT”. Unanimous vote.

On a motion by KD/MD: “WCC approves the registration fee of $75.00 for Peter Andersen to attend the 2017 Connecticut Land Conservation Council conference on 3/18/17 in Middletown, CT”. Unanimous vote.

The FY17/18 budget proposal will be on the agenda of the Board of Finance meeting of March 15, 2017.

Old Business/Status Reports

A. PoCD: MS gave a summary of the last POCD listening session.

B. Open Space Map: An updated Committed Open Space Map revised to the date of 10/2017 is being sent to Planimetrics for the 2018 POCD and also to CRCoG.

C. Properties Management

Fenton-Ruby Park/Drobney Sanctuary: The RFP for  the 3 year mowing contract for field maintenance @ FRP-DS has been sent to prospective bidders.

Trails/Maintenance: An assessment of placement of boardwalks on the Langhammer trail link will occur once the weather cooperates.

Maps at trail intersections:  Work will occur once the weather cooperates.

Knowlton Preserve/Talmadge Tract: KD reported on conversations with CFPA concerning the rerouting of the Nipmuck Trail after the trail crosses Marsh Road. The rerouting of the Nipmuck Trail is to address the concerns of abutting property owners. The Knowlton Preserve Trail will need to be rerouted as well to accommodate the newly rerouted Nipmuck Trail.

Possible projects for funding. A projects wish list was discussed so public donations could be accepted and appropriated to this fund

Peck’s Mill: tabled.

D. Town Development: IWWC:  The Beaver Pond observation deck project at FRP-DS: PA attended the 3/13/17 IWWC meeting for the presentation by the Boy Scout of his Eagle Scout project to IWCC.

E. Collaborative Organizations:  The Windham County Conservation Committee 3/29/17 meeting will feature CT Agriculture Commissioner Steve Revicky. He will talk about the current State conflict concerning protecting prime farmland with State funding versus the State’s indirect funding of solar panel farms.  The meeting is at 139 Wolf Den Road, Brooklyn at 7pm.

F. Daley Award: M. Drobney brought a design prototype of the Daley Award plaque to the meeting.

G: Other:

New Business

A. Appointment of new Commission member. On a motion by KD/MD “WCC will recommend to the Board of Selection that Jackie Kulig be appointed as an alternate WCC member.” Unanimous vote.

B. Communications: PA presented correspondences.

C. Legislative Action: Tabled
